Way Kuo is President at City University of Hong Kong. He is a Member of US National Academy of Engineering, and a Foreign Member of Chinese Academy of Engineering and Russian Academy of Engineering.
Before joining CityU, Professor Kuo was on the Senior Management team of Oak Ridge National Lab and served as Dean of Engineering at the University of Tennessee and Head of the Department of Industrial Engineering at Texas A&M University. He received PhD in engineering in 1980 from Kansas State University, and BS in nuclear engineering in 1972 from National Tsing Hua University, Taiwan.
Professor Kuo specialises in design for reliability of electronics systems. Among other well recognized technical books, his popular science book Critical Reflections on Nuclear and Renewable Energy has created an impact since its publication in 2013 by Commonwealth Publishing Group in Taiwan. The book has been translated into English, Japanese, French, Russian, and Korean, published in Massachusetts, Tokyo, Paris, Moscow and Seoul, respectively. This book has also been published in Hong Kong and Beijing in both traditional and simpli ed Chinese under different titles.

Prof. Zhenghua Jiang was the vice-chairman of the 10th Standing Committee of the National People’s Congress. And now he is the chairman of China Science Centre of the International Eurasian Academy of Sciences, and the chairman of the Eurasian System Science Research Association. Prior to his current appointments, Prof. Jiang was also the vice-chairman of the 9th Standing Committee of the National People’s Congress (1998-2003) and the chairman of the 12th Chinese Peasants and Workers Democratic Party (1997-2002).
Prof. Jiang studied Electrical Engineering at Jiaotong University and received his postgraduate degree at the International Demography Academy. Prof. Jiang has significant contribution to the academia. He was appointed as professor in Xi’an Jiaotong University, and visiting professor at University of Paris and Stanford University.
Prof. Jiang is an internationally renowned demographer. He was awarded twice the State Scientific and Technological Award, and received the Gold Medal from Bombay International Demography Academy, India. He was invited to several United Nations expert meetings, and was invited to give talks at Tsinghua University, Beijing University, Renmin University of China, Harvard University, Stanford University, Massachusetts Institute of Technology, Princeton University, University of Cambridge, University of Leuven, and Paris Institute of Political Studies.
Prof. Jiang has published various journals and articles that contributed to the field. He has cultivated a great number of graduate and postgraduate students in the field, and now continues to guide postgraduate students.

I am delighted to welcome you to the Third GOSS Forum which this year is being jointly organized with the College of Business CityU of Hong Kong, the RMI NUS Singapore and GOSS Institute of Research Management. It is my special pleasure that The Eurasian Systems Science Research Association is holding this significant Forum jointly with our other partners. On behalf of all the organizers I warmly welcome all of you.
The theme of this Forum is the "OBOR Initiative - Our Benefits Our Risks". This has a wonderful dual meaning: it not only considers the relationship between benefit and risk from an investment perspective, but it also matches the "One Belt One Road” Initiative which is the most significant economic development in the world today. Next week the "2017 One Belt One Road Summit” will be held in Beijing. That high-level Summit, will stress the importance of cooperation among countries in the world. It will show to the world that the greatest achievement of the "One Belt One Road" Initiative may be the deepening of tolerance and understanding among different cultures, as well as the building of a worldwide community truly committed to a situation where everyone benefits.
The focus of our Forum is economic issues and the benefits and risks of investment. However, in today's world, how can economic and political problems be separated from each other? In the words of an old Chinese saying:
“Jade in the mountains brings benefits to vegetation,Spray makes the cliff is not dry”

Moreover, the scope of the "OBOR” Initiative goes far beyond simply economic issues, and even more so from the perspectives of benefits and risks. Fortunately, the participants of this Forum have a wide range of interdisciplinary academic and industry backgrounds. This provides a broad perspective for us to explore the theme of the Forum, to make a more profound analysis, and to establish a more effective solution. The fruitful achievements of the previous two Forums have fully proved this.

Dr. Kam-Chung Leung, Antony, has been Senior Managing Director and Chairman of Blackstone Greater China of The Blackstone Group, Private Equity Group since January 10, 2007.
Before joining Blackstone, Mr. Leung served as the Financial Secretary of Hong Kong from 2001 to 2003. He was also actively involved in public services. He was an unofficial member of the Executive Council (1997–2001 April) and was responsible for Education Reform when he was the chairman of Education Commission (1998–2001 April).
Before taking up the Financial Secretary post, Mr. Leung has 28 years' working experience in the financial company. He served as the Chairman of Asia at JP Morgan Chase & Co. He worked at Citigroup in various positions including the Country Corporate Officer for China and Hong Kong; the Regional Treasurer; a Division Head of Investment Banking for North Asia and South West Asia; and the Head of Private Banking for Asia.
Community service that Mr. Leung engaged in included Chairman of the University Grants Committee, Member of the Exchange Fund Advisory Committee, Board of Hong Kong Airport Authority, Director of the Hong Kong Futures Exchange, Preparatory Committee of Hong Kong Special Administration Region, Election Committee and Hong Kong Affairs Advisors to the Chinese Government. Professor Ba Shusong is Chief China Economist of Hong Kong Exchanges and Clearing Limited (HKEX). He is also Chief Economist of the China Banking Association, a member of the HKSAR Government's Economic Development Commission, Deputy Secretary General of China Society of Macroeconomics, a member of MOFCOM's (Ministry of Commerce) Advisory Committee on Economic and Trade Policy, a member of CBRC’s Expert Guidance Committee for the banking industry’s implementation of the new Basel capital accord, a member of CSRC’s M&A Specialists Committee, and a member of China’s “13th Five-Year Plan” National Development and Planning Specialists Committee. Professor Ba is a fellow of experts who receive the State Council Special Allowance. He was previously Deputy General Manager of the Bank of China Hangzhou Branch, Assistant General Manager of Bank of China (Hong Kong), Director-general of the Strategy and Development Committee of the Securities Association of China, and Deputy Director-general of the Financial Research Institute of the State Council's Development Research Centre. He was engaged in post-doctoral researches in the China Center for Economic Research at Peking University, and was appointed as the Chief Researcher in “International Economic and Financial Structure” by the State Council's Development Research Centre and was also a senior visiting scholar at Columbia Business School.

Jianbo Gao received his Ph.D. in Electrical Engineering from UCLA in 2000, taught at the Electrical and Computer Engineering Department at the University of Florida (Gainesville), and collaborated with the Air Force Research Lab at Dayton Ohio, as a research Professor at Wright State University. He specializes in sophisticated physical and mathematical techniques to solve data-driven real-world problems in electrical engineering, bioengineering, finance, and the geo- and environmental sciences. He is a leading expert on multiscale analysis and nonlinear time series analysis. His book, "Multiscale Analysis of Complex Time Series: Integration of Chaos and Random Fractal Theory, and Beyond", is the first of its kind, and a highly praised book in the field. From 2004 to 2006, he was an associate editor of the IEEE Transactions on Biomedical Engineering and Signal Processing. Since 2013, he has been a Distinguished Professor and founding director of Institute of Complexity Science and Big Data Technology at Guangxi University, researching on dynamical evolution of world-wide political conflicts, modeling of global terrorism, forewarning of systemic risks and policy shocks in finance, and developing novel medical informatics tools for clinical use.

Henry Tillman has an international business career of nearly 35 years. The initial decade was spent based in New York with major investment banks, focused mostly on advising on US organizations on M&A and capital raising. Since 1992, he has been based in London, including a senior management role at Barclays Group, with a focus on Europe and Southeast Asia and at ABN AMRO, where he was a Wholesale Banking Board Member, managing a global business with a focus on Emerging Markets, in particular Asia. In 2003, Mr. Tillman founded Grisons Peak, a London based, Asian focused merchant bank which has completed over €25 billion in advisory assignments since inception. In 2008, he founded China Outbound Investments, which tracks and analyses G2G agreements, Chinese Government related loans and M&A/equity investments in a single quarterly report, all of which have been reconciled with original source documents whenever possible. This database also includes bespoke capabilities which measure Chinese Government related loans linked to individual infrastructure/renewable energy projects since 2013.

Prof. Gang Lu received his Ph.D. Laws from Department of Political Education at East China Normal University (ECNU) in 1997. Prof. Lu is now the director of the Institute for International Studies at ECNU. Prior to that, Prof. Lu was appointed as an associate professor of the Institute for International Studies at ECNU (1992-2002) and as an assistant research fellow of the Shanghai Institute for Soviet and Eastern European Studies at ECNU (1985-1992).
Prof. Lu has extensive working experience. He was the council of Think Tank Alliance for “Belt and Road” Studies, syndic of International Liaison Department of the Central Committee of CPC, and the standing director of Shanghai International Strategic Research Association (2013-2016). He was the researcher of the Shanghai International Strategic Research Association (2012-2013). Prof. Jiyi Yan is the Former Secretary of Party Committee. He is now also a retired professor of University of Chinese Academy of Sciences. Prior to his current appointments, Prof. Yan was the secretariat adviser in China Center of International Eurasian Academy of Sciences (2008-2014). Prof. Wei Jiang received his Ph.D. from Department of Industrial Engineering and Engineering Management at Hong Kong University of Science and Technology (HKUST). He is now the department head and professor of Antai College of Economics & Management at Shanghai Jiaotong University. Prior to his current appointments, he was a visiting associate professor of the Department of Industrial Engineering and Logistics Management at HKUST (2009-2010). He was appointed as an assistant/associate professor and the director of Value Chain Enterprises program of School of Systems and Enterprises at Stevens Institute of Technology (2003-2008). He was a senior technical consultant in AT&T Labs, New Jersey (2000-2003) and a lecturer of School of Management, Xi’an Jiaotong University (1992-1996).
Prof. Jiang’s research fields include Operations Management, Quality Management, and Data mining. He has published extensively on major academic referred journals, including one international peer reviewed journal and 15 national peer reviewed journals. Formerly from Columbia University’s Department of Industrial Engineering and Operations Research, Professor Kou joined NUS as a Professor in Mathematics and Provost’s Chair in 2013.
Recognized internationally as one of the best in the research areas of Financial Mathematics/Engineering, Professor Kou’s most important works are on modelling jumps in asset pricing for equity, credit and fixed income markets and pricing of path-dependent options. His scholarly achievements have been recognized by the scientific community, as demonstrated by his receipt of the Erlang Prize (2002) from INFORMS, the leading association for professionals in the fields of analytics, management science and operations research. Professor Kou is currently also serving in the editorial boards of several top journals in his field, including Operations Research, Mathematical Finance, Mathematics of Operations Research, and Journal of Business and Economic Statistics.

Houmin Yan is the Chair Professor of Management Sciences and the Dean of Business at the City University of Hong Kong. He was a Professor at the Chinese University of Hong Kong, where he directed the Executive Master of Science Program in Logistics and Supply Chain Management and the Center of Research and Development for Supply Chain and Logistics management, Li & Fung Institute of Supply chain management & Logistics. He was an Associate Director and Science Advisor to Hong Kong R&D Center for Logistics and Supply Chain Management Enabling Technologies. He was also a tenured Associate Professor at the School of Management, the University of Texas at Dallas. He received hisPh.D. from the University of Toronto, and both of his Master and Bachelor degrees from Tsinghua University and his Ph.D. from the University of Toronto.
His main research areas are stochastic models, supply chain management, contract design and evaluation and behavior models. He has published in journals such as Operations Research, Manufacturing and Service Operations Management, IIE Transactions, Production and Operations Management, and IEEE Transactions. In 2004, his paper “Coordination of Supply Chains with Risk-Averse Agents” received the Wickhan-Skinner Best Paper Award from the 2nd World Conference on Production and Operations Management and the Society of Production and Operations Management (POMs). In 2005, his paper “Designing An Assembly Process with Stochastic Material Arrivals” has been awarded the Best Paper for “the focus issues on Operations Engineering for 2003-2004” from the Institute of Industrial Engineers(IIE). In 2012, his paper “Risk Analysis of Commitment-Option Contracts with Forecast Updates” has been awarded the Best Paper Prize in in Scheduling and Logistics from the Institute of Industrial Engineers(IIE).

The Eurasian System Science Research Association (ESSRA) was formed by experts and scholars engaged in the research of Eurasian system science. It was officially registered on April 2019 and was approved by the Ministry of Civil Affairs of the People 's Republic of China (No. 115 [2009]). The ESSRA is a national academic group and an independent legal entity under the Ministry of Science and Technology of the People 's Republic of China.
The members of the ESSRA are from a wide range of academic background, including natural sciences, engineering sciences, social economics, and other overlapping fields. Academicians from the Chinese Academy of Sciences, the Chinese Academy of Engineering, the International Eurasian Academy of Sciences, and other national academies of sciences account for more than 60% of the total members.
The ESSRA will further develop theory applications in the field of system science and provide governments with decision-making advices based on research results. Additionally, the ESSRA will collaborate with relevant departments, institutions, and academic organizations, to make contributions to civil academic research. The long-term goal of the ESSRA is to promote innovation of system science and create a high-end Eurasian think tank.
